Chapter XXIII: Mainstream Program

Introduction

The Mainstream Voucher Program assists non-elderly persons with disabilities in locating suitable and accessible housing and then provides rental assistance. MSHDA administers this program in accordance with HUD regulations for the Housing Choice Voucher (HCV) program. The Mainstream program has 140 vouchers which are only available in Kalamazoo, Allegan, and Oakland Counties.

Section A: Eligibility Criteria

To receive a Mainstream voucher, an applicant must be:

  • A disabled family where either the head of household or spouse is disabled and under the age of 62. Head of household can be a single person.
  • Two or more persons with disabilities living together.
  • A non-elderly family but may include a person with a disability who is elderly.
  • One or more persons with disabilities living with one or more live-in aides.

Disabled is defined as receiving SSI/SSDI or having a Verification of Disability and/or Special Medical Needs (MSHDA 16) signed by an appropriate health care provider on file in the MSHDA permanent record.
